SUPPORT FOR OFF-LEASH RECREATION AREAS
I am a strong advocate for public/private
"partner-ships." San Luis Obispo County Parks is very supportive of
off-leash dog parks and we have provided for them in our draft update of the
County Recreation Element. Pandora Nash-Karner, Chair,
San Luis Obispo County Park Commission, January 9, 1999.
Research shows close association with pets
generates good health and a sense of good will towards others; both human and
animal. Interaction with pets at locations other than the home setting are
beneficial towards community education in responsible pet ownership and proper
socialization for the animal. Staff for the Division are frequently asked where
in our county they may legally exercise their dog off leash. We would welcome
the ability to direct these responsible citizens to such a legal location. The
Division strongly feels the creation of off leash dog parks will strengthen the
relationship between the dog owning public, those who enforce animal related
laws and citizens who prefer to recreate in other ways. Stephanie
Ruggerone, Director, Division of Animal Services, San Luis Obispo County, June
15, 1995.
Approximately one-half of all American households include
companion animals, and the majority of these are in urban areas. Dogs especially
need outdoor play and social interaction for their health and well-being, yet
most city parks either ban dogs or allow their presence only if they are on a
leash. Jennifer Wolch and Stacy Rowe (1992),
